Sollers has started serial production of steering wheels, airbags and safety-system control units at its KSB subsidiary in Ulyanovsk, Interfax reported on June 9. The announced investment is RUB 1.5 billion. This is a component-manufacturing project, not the opening of a separate vehicle assembly plant.
Initial deliveries and subsequent model coverage
The report says deliveries have begun for Sollers ST6, ST8 and SF5 vehicles. Installation in updated UAZ models is described as a subsequent step, with wider coverage planned later. Those stages should not be compressed into a claim that the entire vehicle range already uses the new components.
For a manufacturing group, a component programme and a model rollout have different boundaries. The first establishes a source of parts; the second concerns their introduction into particular vehicle programmes. Readers comparing announcements need to retain that distinction rather than treating a factory opening as a universal model change.
Local production does not establish every material's origin
Further localisation of materials and subcomponents remains part of the company's plans. A locally produced assembly can therefore be discussed separately from the origin of everything used to make it. The announcement should not be turned into an assertion that every element of the supply chain has already been localised.
The same care applies to the funding figures. The fund loan contributes to the stated project investment; adding it again would double-count part of the financing. Neither amount measures the number of finished parts shipped or the share of vehicles equipped with them.

- Distinguish deliveries already reported from planned additions.
- Keep investment, financing and operating output as different measures.
- Do not infer a universal change in vehicle specification from one production announcement.
