Sibur has outlined a phased catalyst factory in Kazan, linking planned manufacturing capacity with research and pilot testing. The announcement sets a construction timetable rather than reporting completed output.
A first production line with a defined target
In its 21 February 2025 announcement, the company scheduled construction to begin in the second quarter of 2025. The first line, for chromium catalysts, was targeted for commissioning in 2027. The broader factory plan envisaged annual catalyst output above 1,000 tonnes. These figures concern the specialised inputs used in polymer production, not tonnes of finished polymers.

Connecting development with manufacturing
Sibur placed the proposed factory beside its Kazan research centre and linked the project with pilot testing in Tobolsk. The arrangement spans three different tasks:
- Research develops candidate catalytic systems.
- Pilot work tests their suitability before wider use.
- Manufacturing supplies the resulting production inputs.
Those tasks should not be treated as interchangeable measures of progress. A research result does not establish regular production, and installation of equipment does not by itself demonstrate consistent supply. For a staged project, the useful record is therefore the sequence of completed milestones, not simply a single final capacity number.
Reading the timetable
The first-line target gives the project a specific next production milestone. Later expansion remains a separate part of the programme. Keeping those stages distinct makes it possible to compare subsequent announcements with the original plan without assuming that every part moves at the same speed.
Similarly, announced capacity should not be translated directly into sales or savings. Those outcomes would depend on actual production, acceptance for intended applications and operating conditions. The February release establishes the company's proposed development route; it does not supply a measured financial result for the future factory. Subsequent commissioning and operating disclosures would be needed to assess that result.
