The St. Petersburg International Mercantile Exchange (SPIMEX) plans to begin its forest-product export project with lumber in 2025, Interfax reported on December 18. The proposed channel would serve exporters in Russia. Transaction and transport settlements are intended to be in roubles. The announcement describes preparation, not a completed export sale.
A trading channel and a shipment are different milestones
The commercial significance of an exchange project depends on what participants can actually do through it. An announced service, an accepted order, an agreed transaction and a delivered shipment describe different stages. Treating them as interchangeable would make activity appear further advanced than the evidence establishes.
A proposed currency of settlement answers one question about the payment arrangement. It does not, on its own, specify every participant's costs, the final delivered price or the outcome of an individual transaction. Those depend on the applicable commercial terms rather than on the currency label alone.
What would demonstrate progress
- Availability: whether the proposed service has become accessible under published terms.
- Participation: whether buyers and sellers use the channel, rather than merely express interest.
- Execution: whether an agreed transaction proceeds through its documented obligations.
- Completion: whether the relevant shipment and settlement outcomes are confirmed.
These are categories for following the project, not a claim that any particular stage has already been reached. They also help separate a platform's launch from its adoption. A service can exist without establishing sustained trading activity, while an initial transaction does not by itself demonstrate a recurring flow of business.
For subsequent reporting, the comparison should keep the product scope, time period and stage of activity consistent. An order count should not be presented as delivered volume, and a participant count should not be presented as completed sales. The December announcement is therefore a starting point for observing the proposed channel, with implementation still ahead.
